Turn the flag "use" off in the region. Non members will not be able to use switches and doors.

the use flag is on deny.... but still he can use buttons and change timers

If the use flag is on deny, he shouldn't be able to use buttons. Either way put a door blocking the way in to not let others in.
What he is doing isn't illegal... just annoying. Beef up your security. Use a force field if you have to. Set some traps.
