You PVP to hurt the power of other factions. If you are behind your rival by 5 power, go and kill one of their members to take the lead. The more behind you are the more killing you have to do to get ahead.
Those who don't want to PVP can happily live their lives in towns ( I would be one of them ;D )
If your faction is ahead you are right, why risk it? But be sure as soon as you step out to mine, to gather wood, etc. the fight will find you. The reward isn't going to be so great that you will stop mining just to be sure you get it.
